     At the regular press conference of the Ministry of Foreign Affairs, a reporter asked: APEC’s twenty-sixth informal leadership meeting failed to issue a leader’s declaration at the end of the meeting. US officials said that because of China’s opposition, everyone failed to reach a consensus. what opinions do the Chinese have on this issue?

     Yan Shuang said: "This APEC Leaders’ Informal Meeting has indeed failed to issue a leader’s declaration, but the reason is not what the US has said."

     He said that during the meeting, the leaders of the meeting exchanged views on Asia-Pacific cooperation and reached many important consensuses. The meeting promoted pragmatic cooperation in various fields under the APEC framework and achieved positive results. The Chinese side congratulated the success of the meeting and expressed appreciation for the positive role played by PNG as a host.

     Yan Shuang said that the leaders exchanged views on trade issues of common concern, especially the multilateral trading system.  Most members support multilateralism, maintain the multilateral trading system, and support the WTO to play its due role. Many members, especially developing members, have clearly expressed their opposition to trade protectionism and the position of safeguarding the development interests and development space of developing countries. This is on the right side of history.

     Regarding the issue of strengthening and improving the World Trade Organization, he said that China agrees that the WTO should keep pace with the times and support the necessary reforms of the WTO, but the reform must uphold the core values and basic principles of the WTO. Since the relevant process has not yet started, the parties have different views on relevant issues, and it is still necessary to exchange views in depth, narrow differences and expand consensus. Under such circumstances, we should avoid rushing to predict the outcome, and we must not use the name of reform to protect the reality, damage the fundamental interests of other countries, and impose our own ideas on others. The practice of power politics and economic bullying has been opposed by most APEC members.

     Yan Shuang said that consensus is a basic principle for all members to participate in APEC cooperation, and is also a prerequisite for ensuring the healthy development of APEC. All parties should always respect each other, seek common ground while reserving differences, and promote pragmatic cooperation and promote common prosperity on the premise of consensus.

     He said that China firmly adheres to the road of open development, is committed to building an open world economy, actively promotes regional economic integration, and firmly upholds multilateralism and the multilateral trading system.
