I am much honored to attend the 2017 Asia-Pacific International Economic Cooperation Annual Conference. I only congratulate the meeting and make a gratitude to all parties who have made efforts to make this effort.

The 19th National Congress of the People’s Republic of China was successfully held at the opening of the annual meeting, and the leaders of the Asia-Pacific Economic Cooperation (APEC) in Da Nang were successfully held. The 19th National Congress pointed out a clear direction for China’s development and China’s foreign cooperation, as well as the world’s cooperation. Regional development has pointed out the direction. The Asia-Pacific region should seize the opportunities of the world economic transformation in response to the major problems existing in the current world, and pursue greater development in the Asia-Pacific region in the spirit of innovation, openness, tolerance and win-win. With this opportunity to meet, I want to work hard to explain three issues.

First, we must accurately understand the "One Belt, One Road" strategy. The "One Belt, One Road" strategy is based on the situation of the world and China's development. It is proposed by borrowing two historical symbols. The strategic deployment of China's full opening in the new era is Based on the new concept of security, it puts forward a major policy for handling foreign relations and is also a Chinese solution to solve the current problems of international relations and economic development.

What are the outstanding problems in the current world? Xi Jinping clearly pointed out in the "Belt and Road" summit forum that world economic growth needs new impetus, development needs a balance of inclusiveness, the gap between rich and poor needs to be bridged, regional hotspots continue to turmoil, terrorism spreads, peace is slow, development is slow and The delay in governance is a serious challenge facing all mankind, and the Chinese plan for these issues. Therefore, we cannot simply regard the “Belt and Road” as a project construction, nor can we limit the construction of the “Belt and Road” to certain countries. Because it does not limit the development of the country itself, we first proposed a concept called “Belt and Road” along the line. In 64 countries, the fact that the “Belt and Road” strategy itself is not an exclusive arrangement, so it is not limited to 64 countries.

The third point, "One Belt, One Road" is not just going out, including the introduction. Everyone thinks that we have five links with foreign countries. How can we conclude that everything is going out? We can't follow these five channels. Therefore, it must be a product of going out and introducing it closely. In this sense, the “Belt and Road” is a vision. It is our hope that the world economy and inter-state relations will develop in such a direction. It is a concept that proposes openness, tolerance, and win-win, without any exclusivity. Institutional arrangements, it is a model, that is, to share, to discuss, to build, to share, to be a five-way, not a single pass, must be five-way, and point and face combined development. At the same time, it is a Chinese solution to the current world's lack of growth, that is, to revitalize the world economy through large-scale infrastructure construction. Moreover, it is a reconstruction of the cultural spirit, that is, to carry forward such a silky spirit that has appeared in history. I will not talk about the spirit of the Silk Road. Therefore, when we are doing the "Belt and Road" work, we must conscientiously grasp the spirit of the "Belt and Road", which is the point that President Xi has clearly stated on various occasions. We must avoid the first, subjective interpretation. Now, there are such phenomena, such as the Eastern Marshall Plan, etc. This is totally something that is irrelevant. Second, to prevent generalization and ambiguity, just use it as a label. Thirdly, it is not necessary to breed a blind arrogance, which is absolutely harmful to our implementation of the “Belt and Road”. This is the first point I want to talk about and accurately understand the “One Belt, One Road” strategy.

Secondly, the 19th National Congress of the 19th National Congress proposed the "One Belt, One Road" to lead the development of a development-oriented economy. I would like to talk about how to build an open economy with the "Belt and Road" and to address the problems we have and the problems we encounter in the world with innovative spirit. To solve the problem of the construction of the “Belt and Road”, I think it is important to grasp three points. First, we must do a good job in the layout of foreign investment cooperation and the introduction of foreign investment. President Xi clearly pointed out at an economic work conference that we should make full use of China's market potential, build capacity and financial strength, and accelerate the layout of the industry in the world. It is not just the industry, but the layout of the economy on a global scale. This layout should be divided into a horizontal layout, that is, a geographical layout. The “One Belt, One Road” strategy is the most typical and prominent horizontal layout. There is also a layout that is vertical layout, which is to use the industrial chain to drive its layout. China's economy has developed to this year. We have some industries. In the process of introducing low-energy industries, some industries have not much room for development. According to the central government, the spirit of structural reform on the supply side should be adjusted decisively. In the process of going to the third place, there is still a supplement to be added. This requires a good industrial layout.

Taking the textile industry as an example, our traditional textile industry has developed to today, and has made significant contributions to the development of Chinese society. However, the space for the development of the traditional textile industry to today is not particularly large, and we are now determining the adjustment of industrial structure. An important category is the textile industry. How should the global layout of the textile industry be carried out? We should decisively measure our traditional textile industry. How much should we take out, how much we keep, and what should we keep? Empty, we should consider how much to introduce, where to introduce? What to introduce? This completes the work of our industrial layout.

We should decisively transfer the traditional textile industry to the world industry, where raw materials are accumulated and it is more conducive to its production. We should transfer the advanced technology of textiles, taking the technology of the textile industry as an example. The main fiber technology, fabric technology and market design technology, through the combination of introduction and going out, improve the position of our industry in the global value chain.

To grasp this kind of layout of foreign cooperation and the introduction of foreign capital, we must do a good job of planning; we must effectively strengthen the mesoscopic organization design of various tasks, especially the construction of important points. We are now building the “Belt and Road” process. There is such a problem in China. We should consider the macro level of the “Belt and Road” construction. The enthusiasm of enterprises at the micro level is also very good, but the lack of a mesoscopic organization design, this mesoscopic organizational design must be strengthened to be better. Second, I call it a pioneering foreign investment. We must also focus on the frontiers of the industrial technology revolution, and decisively carry out investment cooperation in those areas and countries, especially in areas with advanced technology and better growth. Collaborate on cutting-edge technology such as the energy revolution, bioengineering, 3D printers, cloud computing and more. I said that this is not to speak out of thin air. I am happy to see that many of our enterprises, especially private enterprises, have cooperated well with some companies in the United States and Europe. Through such cooperation, we will accelerate our technological revolution.

In the third aspect, we must continue to do a good job of traditionally superior foreign investment cooperation and foreign investment. We are mainly in the field of engineering construction and resource development. We have traditional advantages in these tasks. We only need to do it well and become bigger and stronger. In the construction of the “Belt and Road”, we must pay special attention to the role of points. The chairman said very clearly that the "One Belt, One Road" strategy is a combination of points and lines. We are now paying too much attention to the issue of the line in the "Belt and Road" strategic considerations. There must be two closely linked economic nodes that can be connected. Line, otherwise it is impossible to build a railway in an empty unmanned one thousand kilometers away. Therefore, we must strengthen the research and development of the point, especially the development of overseas economic and trade cooperation zones, combined with the de-capacity work of our country. For example, the industry of Asia Steel, so many countries along the line lack of staunch, can we move our steel mill there, not too much, 500,000 tons to 1 million tons is enough, so many steel mills in Hebei can not find a way out, If a company is willing to go, go to the place along the line to help them go out.

The third point is that in the construction of the “Belt and Road”, Chinese enterprises must have a historical role in the new era. The so-called responsibility, I think that if our company goes out, it has your rights. You can follow the local laws and the local environment. I want to develop my own, but you must have your own responsibilities. If you have responsibilities, you have to bear the responsibility. I want to say that the responsibilities are divided into two types: traditional and new. The traditional responsibilities are three levels.

The first one is judicial responsibility, legal responsibility, we must have such a firm consciousness. We obey the law not passively and passively, but take the initiative to maintain, because only when the legal environment is good, our business is more promising. .

Second, the social responsibility of the enterprise, this social environment has created conditions for your development, and you should give back to the society unconditionally.

Third, moral responsibility, we can now go out in the world, and we can get so fast, such good results are by no means a hole, not just by your efforts, but for many years we have established with other countries. A good friendship has developed. Today is not a one-way Chinese foreign aid in the past, but mutual cooperation in accordance with commercial laws. Business has interests, and interests have more problems than you, so in this process. Among them, we must add some accumulation for this traditional friendship, not simply consume it. Otherwise, when the consumption is exhausted, our compensation will be quite difficult, so I think there is still a moral responsibility.

In the new era, under the situation of a larger opening up to the outside world, we must have a kind of cooperation in cooperation. Therefore, in the cooperation, I believe that we should accelerate the external cooperation of Chinese enterprises, and there is a prominent cooperation. The question, in the end thinking about how many others, considering how much, businessmen, traders always want to take advantage of more cheap, nothing wrong, but you must also consider the interests of others, you must consider the interests of the people and enterprises of this country in this country, And considering the interests of third parties in this, we ask for the greatest comfort of all parties, so that we can get better development of ourselves. If your existence brings distress to others, others will not let you exist if you Bringing happiness to them, I think they will embrace your existence with both hands. This is not a short propaganda spirit, but an opportunity, because only you can do more, you can get such a development opportunity. If you care about it all day, then this opportunity will not be given to you.

I want to better carry out the cooperation on the “Belt and Road” project in the new era. Enterprises must have such historical responsibility.
